Albertine Tubman was born in Liberia, West Africa. Albertine is married with five beautiful girls. She received Jesus Christ as her personal Lord and Savior in 1990. She received her call to ministry the same year. Albertine seemed uniquely unqualified for her lifetime call to ministry and initially denied the call. In May 2004, Albertine immigrated to the United States of America with her husband and children. Albertine received her Bachelor of Science in Nursing (BSN). In 2017, she received her Master degree in Health Service Administration with Concentration in Public Health Management.

On this day February 19, 2019, at around 3:00 to 3:30 a.m., Albertine had a supernatural encounter with Jesus. She heard the call of Jesus "Albertine Arise". Immediately, Jesus appeared in her room. It was a lifetime moment that will never be forgotten. Immediately, Albertine repented and surrendered to the call to ministry. She immediately began her Bible studies with total dependence on the Holy Spirit. The Ministry received its name "ARISE" from the call of Jesus.
